Children’s Mental Health Services
VCCS operates Children’s Mental Health Clinics in Manteca and Tracy, under contract with San Joaquin County Mental Health. The staff includes a child psychiatrist, child psychologist and a team of mental health professionals. These clinics provide individual and family therapy for children and youth age 3-18. (Sliding fee/Mental Health Medi-Cal)
School-Based Counseling and Therapy Services
VCCS places counselors on school sites and utilizes school funding to address truancy issues, crisis intervention, and issues pertaining to student academic success.VCCS places qualified therapists on school sites which “brings the clinic to the campus.” Therapists address children’s mental health issues and child abuse/neglect issues. These therapeutic services are funded by the Mental Health Medi-Cal (EPSDT), Victim Compensation Program, and other grant programs.
Victim Intervention Program
VCCS serves children and adults who are survivors of sexual abuse, physical abuse & other crimes of violence. VCCS also offers counseling to the families of these survivors. VCCS provides Parent-Child Interaction Therapy for children age 2-7 and their caretakers. Funding for these services comes from the California Victim Compensation Program and a Child Abuse Treatment grant from the Office of Emergency Services.
Clinical Services
VCCS has a team of licensed therapists, associates, and trainees who provide individual, family, and couple’s therapy. They offer families therapeutic assistance in creating healthy family dynamics. These services are offered at all VCCS offices. Referrals are made to the local office in each community (A fee-for-service program) Private pay clients have a right to a “Good Faith Estimate” to help them estimate the expected charges they may be billed.”
Good Faith Estimate Notice
You have the right to receive a “Good Faith Estimate” explaining how much your medical and mental health care will cost.
Under the law, health care providers need to give patients who don’t have insurance or who are not using insurance an estimate of the expected charges for medical services, including psychotherapy services.
You have the right to receive a Good Faith Estimate for the total expected cost of any non-emergency healthcare services, including psychotherapy services.
You can ask your health care provider, and any other provider you choose, for a Good Faith Estimate before you schedule a service.
If you receive a bill that is at least $400 more than your Good Faith Estimate, you can dispute the bill. Make sure to save a copy or picture of your Good Faith Estimate.

Early Intervention Services
VCCS offers a series of programs to help families create a safe and stable environment for children. These programs are provided in daycare centers, Headstart sites, preschools, K-3 and K-6 classrooms, and in middle and high schools. Research-based curriculum is used to provide parenting skills classes and social skills groups for children.
Programs available to schools include:
- Suicide Prevention
- Anger Management
- Bullying
- Conflict Resolution
- Substance Abuse Programs
- Tolerance Education
The program also helps parents and schools screen children to determine if they are in need of professional mental health treatment. Screenings are conducted in homes, community sites, schools, and clinics operated by VCCS.
Chemical Dependency Program
VCCS offers Drinking Driver programs for adults in most VCCS offices. These programs serve court-ordered, probation referred and/or DMV clients. DUI programs are licensed to satisfy DMV requirements.
Domestic Violence, Anger Management & Parenting Education Programs
VCCS provides Domestic Violence, Anger Management, and Parenting Education programs. The Domestic Violence program is a 52-week group education program. It is focused on helping adults who have problems with behaviors that increase the risk of violence for their partners and/or children. The agency offers a 52-week co-ed parenting education program for individuals who are required to attend by the courts, probation, or Child Protective Services. VCCS conducts Anger Management classes for individuals who have anger problems at work, in the community, or in their relationship. This is a 16-week small group program. Fees for these programs are on a sliding scale based on income and, depending on demand, may be offered in Tracy, Manteca, Lodi, and Stockton. All programs take referrals for the courts, Probation, Parole, Child Protective Services, and employers, in addition to persons who volunteer for the program.
